At this stage, the senior competition could be comprised of seven teams depending on the numbers for a possible return of a reserve grade in a nine-a-side format.
GDFA president Dom Schirrpa said the structure of the first-grade season should be known by the end of their next meeting.
"We have a cut off for teams at the end of March, so we will know numbers by then," he said.
"We are trying to do a nine's reserve grade because some teams have two teams and some don't.
"If that doesn't go any good, we will just revert back to a one-tier competition. If we do that, we might do a top four and bottom three or four who play out a consolation final. We are just waiting on numbers to come in from the clubs."
According to Schirrpa, Wests and Yoogali FC could enter two teams while there will be one each from Deniliquin, Hanwood and Yenda.
The GDFA president said Yenda's return to the first-grade field after a few season absent shows what can be achieved with a bit of hard work.

"It's encouraging to see even Wests who have been on and off, but this year they have two, but they have been working hard at it," he said.
"It just proves that if clubs can get together and put the work in, there are players out there who still want to play. We just have to work out a way to attract them back."
Schirrpa is also confident about numbers in the junior competitions but has pointed to some changes that he is hoping will help to attract clubs back to some of the older age groups.
"We are launching a new set-up from 13s-up where we are going to nines just to try and get the kids to play and for clubs to be able to get teams," he said.
"We have struggled from 13s upwards to fill competitions, so we have gone for a nine-a-side competition just to try and get teams back."
The work of Liam Dedini has done as the GDFA Development Officer has also been praised by Schirrpa, hoping the programs he has been running will help bolster numbers.
"Getting Liam into the schools has been really good," he said.
"The school gala day we did attracted 520 kids, and he is actually working in the schools doing some programs.
"He has done programs in Yenda and is doing some with St Mary's at the moment, and that is all positive and will help build numbers going forward."
The association will be running a come and try day for kids aged between 5-16 at Collina Oval from 3.30pm-5.30pm on Sunday, March 28. The season will get underway on Saturday, April 24 and finish on September 11.
