Stephen Violi, the owner of Riverina Skips, had originally planned to hide $1000 up on the hill to encourage members of the community to take part in the clean up day on September 1.
However it was cancelled after Mr Violi discovered just how many rules, regulations, and costs were involved in hosting such an event.
"There were just unreasonable conditions by insurance companies in order for me to take out liability," Mr Violi said.
Mr Violi was told he needed to rope off areas of Scenic Hill, get marshals to stand at several points, hand out high-vis gloves, register all of the participants, and make sure each and every person on that hill was accounted for before he could buy the necessary liability insurance.

Mr Violi said he was disappointed that he wouldn't be able to go ahead with the event.
"It was very unfortunate. I did everything I could to run with it, but it was just impossible," Mr Violi said.
"I was trying to do the right thing."
Instead, Mr Violi has donated the $1000 to Griffith Can Assist, and the money will go to help out cancer patients and their families.
Even though this Clean Up Griffith day was cancelled, Mr Violi said he's been encouraged by the extraordinary amount of interest showed by the community.
"I would still like to clean up the hill one of these days," Mr Violi said.
"We may revisit this sometime in the future with a bit more time and planning. We'll see what happens."
