On Wednesday, NSW Parliament Speaker and Liberal Party MP Jonathan O'Dea informed the House he found no precedence to uphold the complaint, and will not refer the matter to the Ethics Committee.
It comes after an anonymous National Party MP reported her for a conflict of interest to the Speaker of the House before she tabled a petition calling for a transparent water registry and royal commission.
She says the debate must have "rocked the establishment" as retribution was swift, with the report to the Ethics Committee coming soon after.
In a public interest debate in Parliament on October last year, she argued for farmers' allocations to increase from zero to 40 per cent.
In a letter to the speaker, the anonymous MP says this increase would generate almost $1 million for Mrs Dalton, based on water market prices.
Mrs Dalton welcomed the dismissal, and said it was now time for every MP and political donor to come clean on their water interests.

"There's no conflict of interest on my part. I've declared all my water interests.
"I wonder if this anonymous National Party MP has done so too?"
She said everyone should declare their water interests to foster a proper discussion about conflicts of interests.
"While the Speaker didn't name the anonymous Nat, it's clear the Nats are after me'," Mrs Dalton said.

"I've done nothing wrong. The Nats can keep digging up my personal information, there's nothing to find."
On Thursday last week, NSW Nationals John Barilaro and Melinda Pavey confirmed their support for the water petition, joining calls for a Royal Commission and national water register.
"Let's see if they put their money where their mouth is and support my bill," Mrs Dalton said.
