The matter arose due to a proposal from Dinicola Almonds to install a number of frost control fans, and concerns from neighbours about the validity of the previous sound measurement. While council policy requires a number of readings from various locations, the measurements provided were manufacturer's estimations and not primary data.

Both parties attended council to make their case, with Dinicola represented by Peter Budd from Budd and Partners architects. Cate Yates attended to discuss the possible problems posed by the noise of the fans, while Mr Budd defended the application and pointed out that using stationary loggers can be tampered with or misleading.

Mrs Yates lives approximately 600metres away from the site of the proposed fans and noted that others live even closer.

An acoustic consultant agreed that the measurements contravened the original policy, being based on a single measurement and not the various readings required.

While the application passed as originally , with Stage 1 approved but subsequent stages declined, Griffith council pledged to review the frost control policy and purchase 3 noise loggers.

While Councillor Simon Croce voted against the application proceeding as resolved, council unanimously voted in favour of purchasing the loggers.

The frost fan policy was last changed in March last year, adding clear compliance actions and requiring a noise management plan for anyone with frost control fans.
