The work has been possible thanks to funding from the NSW Aboriginal Housing Office.
Land Council CEO Stephen Young said the funding came from the office's Roads to Home stimulus fund and the goal was to repair and refurbish properties and complement other planned infrastructure projects.
Mr Young said it was about ensuring an appropriate standard for people who lived in the homes.
"It's a foundation to build upon for seeking wellness and obtaining wellness," he said.
"It will enable our people to improve their everyday living."
The work has reached its first milestone with 21 homes getting a fresh lick of paint on their roofs - two more houses will see the re-painting work finished. New guttering, fences, kitchens, carpets and tiling is also planned.
Mr Young said evaporative air-conditioners would be replaced with ducted air-conditioning to keep homes cool during summer's extremes, and solar panels to ensure the costs to use them weren't prohibitive.
"Evaporative air-conditioning isn't suited for the environment when temperatures reach extremes," he said.

Aunty Patty Johnson has lived in Three Ways for a number of years and in 2012 saw floodwater enter homes in the area. She said the homes were in need of work for some time.
"It's really exciting to see things starting to happen," Ms Johnson said.
The painting work has been by Rocco Romeo's Empire Painting Services business.
Mr Romeo said it was an exciting project to be a part of, with a team of painters completing two re-paints each day.
After the homes are finished, Mr Romeo and his team will be heading to Griffith Land Council's building to repaint its roof.
Mr Romeo said the work would be donated as a way of supporting and building stronger links with Griffith's Wiradjuri community.
"I work with multi-national business and they make an effort to give back to the communities where they work, and it's really inspired me to give back to our community," Mr Romeo said.
