Yoogali and Wagga City Wanderers arrived in Canberra each hoping to secure their own slice of history, and it came down to penalty kicks after extra time.
The Griffith side put the pressure on strongly to start pushing deep into the Wanderers' half, but weren't able to convert their opportunities into goals.
Yoogali's momentum was blunted when Joe Preece was subbed off with an injury.
The game's first goal was scored by the Wanderers with Matt Menser finding the back of the net in the 18th minute.
Menser tried again following a free kick from after a foul, however Yoogali's Michael De Paoli palmed the ball over the crossbar.

Like the match before it, Yooali took an early lead thanks to shots from Roddie and Donadel.
A kick by Jacob Donadel was saved by Wanderers' 'keeper Rob Fry, before Luke Pandolfo's shot went high over the crossbar.
Daniel Roche added to the points and De Paoli was able to save two shots from Wanderers's attempts.
A shot from Davidson brought Yoogali's total penalties to four, but Wanderers sealed the game when Kolby Seers' shot went high.
WAGGA COACH IS 'PROUD OF RIVERINA FOOTBALL'
WAGGA City Wanderers have claimed a historic first title with a remarkable grand final victory over Yoogali in Canberra on Sunday.
It took seven penalties from each team before Griffith-based substitute Jacob Brooker proved the hero for the Wanderers as they took the NPL2 title 5-4 in a shoot-out.
Wanderers coach Michael Babic could not have been prouder of his men.
"We had a game plan and we knew what we had to do and they were able to do it. I'm super amazed by the character they showed," Babic said.
"To concede in the 85th minute and to be able to regroup and go to extra-time. Then again, to concede with the last kick of the game like that, and then to compose themselves and go and do a penalty shootout, it was pretty special.
"I'm actually really proud for Riverina football. I've got a lot of respect for Luke (Santolin) and Yoogali and the fact that Wagga City Wanderers and Yoogali can turn up to Canberra and put on such an entertaining game of football, is credit to Riverina football."
