His resignation follows the announcement the council's CEO Susan Law will depart at the end of the month, while suspended deputy mayor Libby Martin has also resigned.
Only eight of the 11 councillors, who were suspended last month, remain.
One of the eight suspended councillors who remains, Peter Bailey, said the mayor had worked hard following the amalgamation of Guyra and Armidale Dumaresq councils in 2016.
"He worked hard for his community. I didn't agree with everything he did, but he made decisions and moved forward.
"We'll wait and see who the next mayor will be," he said.
In January, a group of councillors moved a vote of no confidence in the mayor, but he refused to step down.
Two of the councillors who requested the mayor step down - Margaret O'Connor and Jonathon Galletly - welcomed the news of his resignation.
"We might have more resignations," Mr Galletly said. "There's one thing I can guarantee, it's not going to be any of the six that have been dragged through the mill resigning."
Five of the six councillors Mr Galletly referred to won a NSW Land and Environment Court battle against the council, which sought an injunction to block a vote to terminate the CEO's contract.
Ms O'Connor was very pleased when told by The Armidale Express of the mayor's resignation.
"The dispute was always on a single issue, which was the employment of the CEO, so these resignations are not really surprising," she said.
"But given that the CEO has made her decision, I think that clears the way for a terrific new start for the Armidale region."
