The 29-year-old man was riding a bicycle in Illilliwa Street at 2.05am on April 20, coming to the attention of police when they noticed the bike had no reflective lights installed.
Officers approached the man and asked him why was out, but he could not provide a valid reason, instead telling police he was "unaware" of laws restricting movement during the coronavirus pandemic.
However, checks by police found the man had already received a caution on April 16 at 3.30am for being away from his address without an appropriate reason.
As a result, the man was issued with an infringement notice for failing to comply with a public health notice and will be required to appear in court at a later date.

He was not issued with a fine.
In a separate matter, a driver and passenger have been cautioned by police after they too were found to have no valid reason for leaving home.
Police stopped the vehicle they were travelling in on Ortella Street just after 11.30am on April 19 for a random breath test.
After returning a negative result, the driver was asked why he was out.
The excuse given was deemed not to be for essential travel by the officer and both the driver and passenger were given a warning, which they both acknowledged.
Griffith supermarket targeted
AN UNKNOWN thief in Griffith has made off with $160 worth of whiskey after breaking into a supermarket in the city on April 18.
Police were called to the Banna Avenue supermarket just after 2am on April 18 after a security worker noticed a smashed window.
