Hoggart, 24, was part of the club's 2017 premiership side and coached the club's under 18s side to a premiership in the same year.
Hoggart fell from a balcony in Brisbane's South Bank.
"He was admired by his players, team mates and the football club. Our thoughts are with his family and those close to him at this time," the club said in a statement to social media.
"It's flattened everyone, we just can't believe it's happened," club president Craig O'Keeffe told The Sydney Morning Herald.
"My main priority is that everyone is okay," he said.
"Everywhere I go people who don't even know me through footy say how terrible it is.
"Personally I'm handling it OK, but there's no textbook, so we've had to go to the professionals. This, to me, is right out of my league."
Mr O'Keeffe said the NRL had provided support to the club and linked them with suicide prevention professionals to speak to players and club volunteers.
Football players from all codes are invited to an alcohol-free barbecue at Solar Mad Stadium for 5pm on Sunday, January 5 to bring players and supporters together to talk about the impact mental health has on players, families and friends.
Griffith Black and Whites had earlier been rocked by the sudden death of Ziggie Vincent, 19.
Hoggart coached Vincent during his time in the club's under 18s.
Vincent had been trialling with the Canterbury-Bankstown Bulldogs and was being mentored by Anthony Mundine.
Mundine said Vincent was "destined for big things".
