Leagues won the toss and elected to send Exies into bat and made an early impact with Teei Piawi picking up the wicket of Dan Brady (1), Josh Davis (2) fell to Shane Makea while Shae Prudham picked up Scott Campbell (11).
Jimmy Mann (18) and Lyle Cambell (36) got their side back on track before contributions from Adam Waide (10), and Gavin Woods (13) helping see their side reach 117 in 40 overs.
Piawi (3/13), Prudham (3/19) and Makea (3/24) were the pick of the bowlers for the Panthers.
Teao Woetai and Derek Opo tried to get their side off to a strong start putting on 17 runs for the first wicket before Woetai (15) fell to Waide.
Makea (14), Kierren Williams (11) and Piawi (26) were all able to get starts, but the bowling of Waide (2/25), Cameron Harrison (3/19), Lyle Campbell (2/20) and Mann (2/20) restricted the Panthers runs scoring.
When the final wicket fell, Leagues were bowled out for 100 to see Exies advance into the decider with a 17-run win.
Meanwhile out at Hanwood Oval, there was nothing to separate Diggers and Coro.
Dion Pascoe was dangerous for the Cougars with the ball early as he picked up the wickets of Aaron Gaffey (7) and Mark Favell (14) while Andrew McIntyre (1/15) picked up the wicket of Brett Owen (0).
Brian Corner (53), Damien Browning (21) and Jack Favell (12) ensured their side would have a defendable title of 131 despite good bowling from Pascoe (3/25), Nick Witherspoon (3/26) and Josh Smith (2/21).
The top order from the Cougars struggle to get going before Justin Moat came to the crease. Corner (3/17) ripped through the middle order by Moat, and Steve Bell gave their side a chance with a 73-run stand before Bell (23) fell to Greg Collins (1/2).
The Cougars needed to score seven runs off the final over and needed two off the final ball to take victory, but Pascoe (3) was run out looking to get the second run required to see the game end in a draw. Diggers will take on Leagues in the preliminary final due to their superior finishing position on the ladder.
