The idea is still in the early planning stages, but it is being discussed by community members who are sick and tired of all the litterbugs.
One of the disgruntled residents is Sue Fordham, who comes across rubbish every day on her morning walks around Scenic Hill.
The final straw was when she saw a mattress dumped next to three large trash bags filled to bursting with rubbish.
“It made my blood boil,” Ms Fordham said.
Most of the rubbish she encounters are cans, bottles, fast food containers, and other small bits of trash.
What really sets her off are the large dumps - the mattresses, televisions, and even the occasional fridge that can be found up on Scenic Hill.
In all her years of walking around up there she has never caught a culprit in the act, and she wants Griffith City Council to do something about them.
Mayor John Dal Broi said that he too was fed up with all the littering, and that he wants people to ring council if they have any clues.
“We would love to have as much information from the general community as possible,” Cr Dal Broi said.
“It’s sad that people have no respect for Scenic Hill, because it’s one of our focal points.
“It has a panoramic view of the surrounds and it’s a shame that people dump rubbish up there.”
Some residents have taken it upon themselves to clean up the hill, including Rob Brown and Sarah Brown who cleaned up rubbish over the weekend.

Despite filling an entire trailer there are still piles of rubbish still sitting there, so the Brown family plan to go on another cleaning expedition on December 16.
Several people have put their hands up to join them on the day, and a community group that currently wishes to be anonymous is planning on making a regular Clean Up Griffith event.
To report someone for illegal dumping you can contact Council by phone on 6962 8100 or e-mail admin@griffith.nsw.gov.au.
If possible, include a description of the person, and the registration, make, model and colour of their vehicle.
Fines of up to $8,000 apply for illegal dumping.
