The two sides along with the Yenda are the three undefeated teams so far this season, and it proved the game proved the table right as there was nothing to separate the two sides.
Hay was lead by co-coach Racheal Pearson who scored two tries as well as kicking three conversions while Luci Lugsdin, Hannah Stewart and Samantha Hutchison were also able to get across the line.
For the Black and Whites, Jadha Anderson was able to get across the line twice while Shailyn Williams was able to kick three conversions. Lily-Belle Misiloi, Mata Varasia and Ashleigh Harris were able to score the other three tries for the Panthers to see the game finish level.
The Blueheelers are now the only team to have won all of their games this season after they maintained their run with a 22-0 win over West Wyalong at Wade Park.
The home side made a barnstorming start as Maddison Payne and Lauretta Leao-Seve scoring tries inside the opening four minutes.
There was a break in the points scoring before Serenity Laweloa found her way to the try line just before the halftime break to see Yenda do in at the break up 12-0.
Second half tries to Chynna Clarke and Chloe Richards wrapped up the Blueheelers 22-0 win and now sets up another top of the table clash when they travel to Hay to take on the Magpies on Sunday.
Meanwhile, in the games further down the table, Waratahs were able to climb up the table with a 24-4 win over Leeton at Exies Oval.
A hat-trick to Nancy Tale gave the Waratahs a needed boost while Takilele Katoa and Niumai Serukabaivata also got across the try line for the home side.
In a tough game for the Greens, Junette Mitchell was the only point scorer as they fell to their third defeat in four games to start the season.
Tullibigeal Lake Cargelligo and Darlington Point Coleambally fought for their first win of the season, and it was Sharks who came out on top. Both sides scored tries in the opening before the Sharks ran away with the game with five tries to Tommi Booth securing a 36-4 win.
