The 94-year-old entertained the crowd with stories about his time in the Royal Australian Air Force.
The crowd heard from a number of speakers throughout the night who spoke about his community service.
Griffith Councillor Mike Neville said he had known Mr Stacy since he was a child.
“I have known Roy for many years now and he is a very civic minded gentleman,” Cr Neville said.
“Roy has been honoured many times throughout his life and it is only fitting we reward his hard work and dedication to our community by granting him the ultimate status of Freeman of the City.”
Some of his achievements include a gold clasp for 70 years service to the NSW Rural Fire Service, a lifetime volunteer award from Griffith City Council and a Griffith Citizen of the Year award, to name a few.
Mr Stacy is still an active member in a number of community organisations.
