After an emergency meeting held in Hay on Monday night, there was a strong turnout of 90 people, and the decision was made to make a formal appeal to the decision handed out by Group 20 over the weekend.
As it stands, if Hay were to stay in the reserve grade competition, they will be unable to play finals should they qualify.
Hay president Jack Byrnes, said the position of the club hasn't changed.
"We will not be going into first grade because we don't have the playing numbers to do that," he said.
"It is just a matter of whether we are playing in reserve grade without any hope of being in finals or playing with the same opportunity as everyone else has got."

Byrnes hoped that the club would know the final decision before this weekend's round of matches.
" We would expect that we would have something back from them at the end of the week, but I'd be surprised if it doesn't happen sooner," he said.
"The people that will make the decision weren't at the meeting. Dave (Skinner, NSWRL Regional Area Manager) will be included in the conversation, but he couldn't speak on their behalf.
"People wanted to vent, and unfortunately, Dave copped a little bit even though he had nothing to do with the decision that was made, and all he has done has been helpful."
The Magpies will be at home this weekend when they take on Yenda.
