According to Mr Olivero, the "high-end" establishment will offer something completely new to Griffith.
He says none of it would have been possible without the hotel's strong core of passionate local residents.
"We have a backbone made up of fantastic young, smart and energetic locals, with a few old heads to support and nurture them," Mr OIivero said.
"Like the majority of Griffith residents, I am very proud of the town and where I grew up. The more successful the town is the prouder I am."
Mr Olivero said the Griffith residents on the team were filled with excitement and anxiety as the works finally entered the third and final stage.
All that remains is work on the entry to the hotel, gardens, carpark and the rear of the building.
Mr Olivero said being granted permission to conduct the works by Griffith City Council has created "a path for future success", which will help to turn Griffith into an "affluent regional hub".
Despite the high-end nature of the revamped Gem Hotel, Mr Olivero said prices would be matched to other local clubs and hotels in order to ensure all Griffith residents can enjoy the facilities.
"We already have some of the best pasta and pizza in Australia right here in Griffith, now we'll have the best steaks."
