Whoever wins the competition will pocket $1000, and have their piece of art put on a billboard in the shire.
The council is asking for residents of the shire to submit works which depict the 2021 Australia Day's key themes of respect, reflect, and celebrate.
The winning artwork must be capable of being enlarged into a billboard format of 2.4 metres by 2.4 metres, and must be submitted digitally online.
General manager, Rick Warren said the council was "very excited" to launch the competition.
"[Carrathool Shire] has many very creative people producing great works, so the Billboard Art Competition will be a great opportunity for them to produce and show their best," he said.
"The Australia Day 2021 billboard will be a pleasing addition to our existing artwork."
The winner will be announced at the Australia Day Luncheon in Rankins Springs.
Entries close at midnight on January 10.
