* South Australia's worrying COVID-19 cluster continues to grow, with a school student and another man both confirmed to have the virus.

* The cluster now stands at 31 cases with about 4800 people in quarantine.

* Premier Daniel Andrews on Thursday all but ruled out home quarantine for returned travellers, going against the interim recommendations of Victoria's inquiry into the botched hotel quarantine program.

* Chief Commissioner Shane Patton confirmed Victoria Police would have "significant involvement" in the revamped hotel quarantine program.

* For the first time in two months, NSW recorded no new cases of COVID-19 locally or in returned travellers confined to hotel quarantine.

* More than 36,000 Australians have told the Department of Foreign Affairs and Trade they want to come home, with the number of people deemed vulnerable rising to 8070.
