The image was taken by Andrew McLean, who earlier this year captured some iconic images of goats fighting on the hill. Just like then, Mr McLean wasn't looking for photos of goats.
Mr McLean said he had originally gone up to take a photo of the sunrise but found the goats had pinched his look out when he arrived.
He said he had some relatives who would send a text message when it might look like it's going to be a good sunrise, and this particular morning the cloud cover was the key.
"A little bit of cloud cover makes a big difference, it reflects the colours on the ground," Mr McLean said.
He said people who had been encouraged him to enter the photo into the awards called it 'The Lion King' shot.
The winners of the Australian Photography Awards will be announced later this month.
"I should find out if I'm through to the next round (of judging) in the next week," he said.
The image is also entered into a people's choice award which people can vote for.
