Griffith City Council is seeking funding the state government to create the shared space and host an event titled 'Winter Delight'.
The street between Banna Lane and Banna Avenue would be closed to traffic, with seating, a kiosk and light projections on the sides of buildings would transform the area.
The proposal would see a four-week-long transformation that operated during the day and at night.
Council will seek around $400,000 in funding from the Department of Planning, Industry and Environment's Streets as Shared Spaces program to make the concept a reality.
Up to $70,000, including $50,000 from the CBD upgrade fund and this year's $20,000 contribution to the Banna Lane Festival, has been set aside for 'Winter Delight'.
The concept was welcomed by several businesses near Kooyoo Street.
The Area Hotel's operations manager Matt Hadwick said the proposal sounded like a good idea.
While many younger people are keen to get back out to enjoy the city's nightlife, involving everyone could be a challenge.
"It provides an incentive for people to come back into the centre of town," he said.
"It's a chance to remind people that things are getting back to normal."
Pina Ciccia from GW Speirs Jewellers said Griffith people loved a social event like the citrus sculptures or events in Memorial Park.
"It would help tell people that things are getting back to normal," Mrs Ciccia said.
"Anything that gets people coming to the centre of town is great."
Across the road at Zecca Handmade Italian, Daniel D'Aquino said 'Winter Delights' could be a positive development.
"For something to do in the winter, it's a good opportunity," Mr D'Aquino said.
"Plus we've missed a few events this year, so the first half of the year has been quiet.
"Why not try and create another public event if they can?"
Mayor John Dal Broi said many residents who travelled overseas returned to say that Griffith needed an Italian Piazza or town square for events.
He said the 'Winter Delight' proposal, along with the upgrade of Yambil Street, and the Bright Lights on Banna project it could be achieved.
"It can be a family function or even live music, we're looking for something for the community to enjoy," Councillor Dal Broi.
Cr Dal Broi said the biggest hurdle was purchasing the equipment and after that it would help enable not only 'Winter Delight' in Kooyoo Street, but other events in future.
He said all the elements were transportable and could be used again, but it all depended on council receiving $400,000 in funding.
