Playing one full round and finals is on the agenda due to the impact of the coronavirus crisis.
The season was originally set to start on April 4.
While approval for clubs to start training is still being sort at a local government level, Southern Inland are forging ahead with their reshaped season.
"We're looking at July 18 to kick off the comp if everything goes smoothly," president Warwick Grant said.
"One round and finals."
At this stage nine rounds will be played before a three-week final series, culminating with a grand final on October 3.
However with Hay planning to come back into first grade this season and the impact of the Charles Sturt University campus closure the draw is yet to be settled.

Grant will give clubs a few weeks to work out their numbers before a final decision is made.
"Aggies might be battling for numbers because of the uni shutdown but at this stage they think they will have at least one team," he said.
"All the others haven't given us any indication they won't be.
"Hay I'm not sure how they are going to go - they will have their women's - and I guess we will hear in the near future how they are going for men's."
While guidelines have been developed and sent out for the return to training, and then play, approval from each council involved in the competition is required before clubs get the green light to begin socially-distanced training.
Grant hopes it will be through in time for training to start early next week.
"We're just waiting to hear back from a couple but everything looks like it should be set to kick off next week," he said.
"We will see how the clubs adapt but they have all been sent out the procedures to follow and have had to appoint their COVID officers to keep records. It is a fairly comprehensive document."
The juniors set up remains more complicated with no plans in place yet to see their return with the existing gala structure seeing larger numbers in attendance.
