The state government initially only allowed cafes and restaurants to have 10 customers at this businesses, however pubs and clubs got added to the list late last week.
Hotel Victoria owner Terry Green said the bistro would serve dinner between Wednesday and Saturday, as well as continuing to offer takeaway.
"As they ease those restrictions we may add extra opening days," he said.
"What we will do is open our function room, it holds 50 people, but we'll only have 10 people seated."
When takeaway customers visit, they'll be cordoned off from the seated diners.

Mr Green said the small steps in loosening restrictions would mean loyal customers could still enjoy a parmi and a beer.
While the full menu won't be available just yet for customers, sitting down to dinner in a pub is an experience many people have missed.
On Wednesday afternoon, before the changes had even come into force, the Hotel received its first dinner booking for next week.
