Group 20 president Mark Stenhouse said it was an unprecedented situation to be in.
"We can't start until we are told, so our hands are pretty much tied at the moment," he said.
"We are having a phone hook-up Monday night to try and put a few possible scenarios in action for whether we start at the start of May, end of May or July.
"We will get ready for anything that gets thrown at us so that we can rock and roll straight away."
The meeting will involve the Group 20 board as well as members from the Group 20 juniors and ProTen Community Cup as they try to set up possible seasons, so they are ready to roll whatever eventuates.
"If we got going at the start of May we would probably get the full competition in," he said.
"If we get going a bit later, we might have to get going with one round, but we don't really know yet.
"We need to get together and start snowballing ideas."
While Stenhouse admitted a full season would be the perfect scenario, he knows that may not be possible.
"If we started at the start of May we could still do that it would only put us back three weeks, but we don't like our chances of that being the case," he said.
"It's just a shame because everyone has trained so hard over the preseason and the mat has been pulled out from underneath them at the last minute. No one really knows what to do, and I think we are all just winging it at the moment."
It is a bigger shame for the Griffith Black and Whites and Leeton Greens who were heading into the 2020 season looking to celebrate their centenary in style.
The Group 20 president said they would be working with the clubs to ensure they can hold the fixture they were looking for if the season gets underway.
"With any luck, they will still get the games they wanted," he said.
" We will be working with the two clubs closely to make sure that if we do get going that the dates they have stuff set up on we can get them a home game that weekend. I know everyone is inconvenienced, but we still want to make the best of a bad situation."
NSWRL Chief Executive David Trodden said the recommendation covers all Rugby League matches, trials, training, courses and other club activities and was made with the health and wellbeing of players, coaches, staff, officials and volunteers and the community.
