The city's annual financial report was tabled at Tuesday's council meeting and indicated council recorded the surplus before capital grants were added, with the total surplus coming to $13.3 million for the last financial year.
Council recorded operating revenues of $70.7 million, with $32 million in rates and annual charges the largest portion of revenue for council.
Council's external auditor Danielle MacKenzie said council was exceeding the five performance ratios set by the Office of Local Government.
"Council is performing quite strongly against the industry benchmark," Ms MacKenzie said.
The city's cash reserves also saw a significant boost, with council recording cash reserves of $56.8 million at the end of the 2018-19 year, an increase of $11.4 million from the previous financial year.
Ms MacKenzie said the amount of funds council has means they have sufficient capital to pay debts when they arise and are not overly reliant on grant income to fund council operations and services.
Documents from council state while the level of cash reserves has improved over the last four financial years, it will be "challenging" to achieve the same result over the next five years due to the completion of a number of large-scale projects.

Mayor John Dal Broi said council were "very pleased" to produce a surplus, which they have been doing since 2012.
"We are very focused on making sure council is always in a strong financial position," Councillor Dal Broi said.
"If council finances are not in good shape it's difficult to deliver services to the community."
Cr Dal Broi said the financial position of the council allows them to take further advantage of grants by being able to help contribute to funding.
Council has loan liabilities of $19.6 million as of the end of the 2018-19 financial year, with the amount due to increase after council elected to approve a $10 million loan for the construction of the Yambil Street development.
