Two Blues president Jeff Mickan was rapt to confirm Foley and Matheson are on board for 2020.
He believes they can have a big influence at the club.
"They're both talented young fellas," Mickan said.
"They're on-ballers who can also play forward. Or back, if needed.
"And they're another two blokes who can train with the playing group, as opposed to travelling players.
"They can make a big difference, they'll be really big for us.
"They're only 19 so if they can hang around they'll be really good."
Foley, who has a personal connection at Barellan, was an established Riverina League first grader at Griffith from 2016 to 2018.
He played 52 senior games across the three years and was a key figure in the side before a hamstring injury ended his 2018 finals campaign early.
Foley was unable to break back into first grade this year. However, he did get both a grand final appearance and a premiership, playing with the Swans seconds.
Matheson also played in that reserve grade grand final, kicking a goal and setting up a couple in the heart-stopping win over Collingullie-Glenfield Park.
He played eight senior games this year, having also played a full year of first grade in 2018 with the Swans.
Mickan believes their experience will stand them in good stead in the Farrer League and adds to the strength of their midfield with Ellis committed for 2020.
"That's another thing, these two boys will be able to help Sean out with a midfield rotation and just take some extra pressure," Mickan said.
The Canberra-based Ellis is saddling up for a third season at Barellan, having won two club best-and-fairests in two years.
Twelve months ago, he told The Daily Advertiser he was loving his time at the club and Mickan said his enthusiasm for the Farrer League remains.
"Yep, definitely, he's really enjoyed himself," Mickan said.
"He wouldn't be still playing here otherwise.
"As you can imagine, he gets offers to play everywhere but he's keen to keep coming back."
Ellis shared Barellan's best-and-fairest award this year with ruckman Shaun Allan.
Barellan are hopeful of bringing back Allan and wingman Ben Maiden, who added his share of experience and quality to the side.
The Two Blues finished with the wooden spoon this year but will head into 2020 confident they can improve, and climb off the bottom in Sean Browning's second season as coach.
