The plan comes after council endorsed the minutes from the latest Build More Dams Action Group at Tuesday's council meeting, with plans to also refer the situation to the Riverina and Murray Joint Organisation (RAMJO).
Councillor Brian Simpson said the return of water would help further the growth of the community.
"A lack of not having access to those waters is a lack of development in this community," Cr Simpson said.
"I think it's of value to our community that we have that returned.
"When the five per cent of high security water was taken off in this region, growers thought it was for one year."
Councillor Dino Zappacosta said the recommendations to write to Mr Barilaro and support the move for a Royal Commission into water management in the Murray-Darling Basin should be elevated to relevant authorities.
"The minutes here reflect only a small part of what was said," Cr Zappacosta said.
Councillor Deb Longhurst put forward a suggestion the recommendations to RAMJO "on the basis that we are not the only area affected within this region."
"RAMJO is a body that is better positioned to consider and enact a lot of those recommendations," Cr Longhurst said.
However, Cr Zappacosta questioned whether it was only the Murrumbidgee Irrigation Area which was affected by the water sharing plans and Cr Simpson answered by stating there were water sharing plans across the state.
"If you look at the first recommendation there's no mention of the five and 15 per cent in there," Cr Simpson said.
"It just talks about the voluntary contributions and i think referring them further would benefit all of us."

Council's general manager Brett Stonestreet asked council to clarify whether the recommendations would be endorsed and referred or just referred to RAMJO, which split some of the councillors.
"My amendment was that they be referred to RAMJO," Cr Longhurst said.
"I think we should endorse it first and then refer it on," Cr Zappacosta countered.
"So we have a difference of opinion," Councillor Doug Curran said.
Cr Zappacosta defended the amendment and said the council needs to endorse the recommendations to provide further support to the recommendations.
"If we don't endorse it then RAMJO will not know what to do with it," Cr Zappacosta said.
Cr Simpson asked council if the endorsement of the recommendations will mean council will enact the recommendations before referring them on, to which Cr Curran said they would.
The endorsement comes as the council voted to support Mr Barilaro in his goal of reviewing the components of water management within the Murray-Darling Basin.
Mayor John Dal Broi put forward the mayoral minute at Tuesday's meeting and said Mr Barilaro was promoting action in terms of the construction of additional dams.
"At the end of the day, the politician that's out there really trying to make a difference is the Deputy Premier John Barilaro," Cr Dal Broi said.
Cr Simpson also put forward that council support the Member for Murray Helen Dalton and her efforts regarding water management in the Basin.
