The announcement, made at 3.00pm on Sunday, marks the breaking of a promise from Prime Minister Scott Morrison.
Mr Morrisson said he broke his commitment to retain Melissa Price as environment minister because Ms Price had "asked for a new challenge" and would now serve as defence industry minister.
Fresh from another resounding win in the federal election, Ms Ley is set to have an interesting term ahead balancing her water woes from irrigators within her electorate alongside the new position.
Ms Ley was named as a likely contender for the position of employment minister earlier in the week, with Mr Morrisson expected to promote either her or Anne Ruston to the vacant spot.
Now one of seven women in senior roles, Ms Ley had been forced to quit as health minister in early 2017 over a political expenses scandal.
