More than 2500 banned and inactive Griffith City Library members have been back through doors after the financial penalties were lifted almost 12 months ago.
Long overdue items have streamed into the library, borrowing has increased by almost 200 loans a month and monthly visitors have doubled, council said.
Library manager Karen Tagliapietra is thrilled with the results.
"You want to keep your books a little longer? Great, we are glad you're enjoying them," she said.
"When you're finished we hope you'll come back to the library and borrow more."
Borrowers with overdue books now have their access to library services paused until the items are returned.
The decision to remove the fine system was made after feedback from the community and metropolitan research revealed overdue fines do not work as an incentive to return books.
In some cases it even caused borrowers to become fearful of returning to the library.
