Pat Pittavino has levelled his criticism squarely at council's general manager Brett Stonestreet for presiding over "inefficiencies" and "major staff issues".
The audit conducted by management consultancy firm Blackadder Associates revealed Griffith council's administrative costs ran 25 per cent higher than other nearby councils.
The report also found council spends 30 per cent less on roads and 49 per cent less on rubbish compared to its counterparts.
Mr Pittavino believed the audit confirmed Griffith ratepayers were being short-changed. "The report has shown we have major problems in the administration of this council, major staff issues we've never had before and departments that can't seem to run themselves properly," Mr Pittavino said.
