Magpies captain-coach Matt Wakefield proved to be Hay’s saviour with a brilliant individual effort at the death to score his second of the match.
Halfback Simon Brittain also proved a handful as he crossed for two tries and Harley Hey bagged one.
Hard-nosed Waratahs captain Chris Hanneman said a slow start cost his side in the end.
“Both teams were good enough to win it and a bit quality at the end saw them win,” Hanneman said.
“Our start sucked, we were down 10-nil early.
“Niks [Niko Lelei] played well, Kose [Lelei] in the halves played real well and Tim Rice had a big game.”
The win was Hay’s second in a row and sees them sit equal seventh with the Waratahs.
