Ms Ellis was asked to attend the event to sing the national anthem, not knowing that she was receiving the award.
The local hero award is given out at the mayor’s discretion and Mayor John Dal Broi thought Ms Ellis was a perfect candidate.
“I've known Jenny for many years, she's one of those people that works without seeking any recognition,” Mayor Dal Broi said.
Ms Ellis has run Carols by Candlelight since 2002 and is involved in many other community initiatives.
“I’m very humbled to be considered,” Ms Ellis said.
“You don't do the work to be recognised, you do it because you love your community.”
