Methylamphetamine, cannabis, cash and property were seized in the raids that occurred from 6.45am to 9am, police said.
Charges include the ongoing supply of illicit drugs and supply of indictable quantity of illicit drugs.
Four men and six women were arrested and taken to Goulburn Police Station.
Seven of the raids were carried out in Goulburn, on homes on Churchill Avenue, Werriwa Street, Taralga Road, Broughton Street, Howard Boulevard, Barry Crescent, and Joshua Street.
The eighth raid was carried out at a home on Coleman Street, in Sydney's Carlingford.
Police allege methylamphetamine and about three litres of a liquid, they believe to be GBL, were seized at the home.
The raids follow a four month investigation into the supply of illicit drugs in the Goulburn area dubbed Strike Force Coull, police said.
Police said Strike Force Coull investigations into the drug supply in Goulburn were not over and are urging those with information to come forward.
More to come.
