Mayor John Dal Broi said he was "100 per cent sure it will go ahead".
Councillor Dal Broi wanted to end weeks of speculation in the community regarding whether the project would go ahead.
"I'm aware of the concerns out there in the community," Cr Dal Broi said.
"Understandably so I'm not being critical of those people."
Cr Dal Broi said he believed an announcement regarding the lease would be made in the next couple of weeks.
"All the plans are virtually completed," he said.
Cr Dal Broi said he believed the hospital would be open by late 2015 or early 2016.
He spoke about the hospital being one of the reasons he may consider running for council again.
Cr Dal Broi said he was aware many people were asking questions about the hospital.
He said he was frustrated the project had been held up. "My reputation is on the line," he said.
Cr Dal Broi said council had done everything asked of it regarding the private hospital and the community had raised more than $1 million.
"We've ticked all the boxes, we've done all we can."
Cr Dal Broi told The Area News in July he was at his "wit's end" trying to get a commitment from St Vincent's Private and Mater hospitals.
Last December, he told The Area News a lease would be signed for the city's first private hospital in a matter of weeks.
