A management consultancy firm specialising in local government, Blackadder Associates, performed a "health check" on council to determine its readiness for a comprehensive best practice review.
The authors of the review determined councillors and staff did not have a comprehensive understanding of what services their own organisation offered.
It also ascertained staff had low morale, no strategic direction, no understanding of council's corporate objectives, no clear performance indicators and working conditions were at times unsafe.
