Council has been in talks with two existing carriers to negotiate a take-off and Councillor Dal Broi said a meeting with one of the airlines on Wednesday went "very well".
"They were very keen and very interested," Cr Dal Broi said.
"They are in the process of getting the approvals through CASA and there are some complex areas they have to go through.
"I'm really heartened by the discussions we've had so far, it all looks very positive."
Cr Dal Broi said as soon as plans were finalised, he would be able to announce further details.
Council committed to diversify the search for a new carrier in October after talks with promised new airline Connect Jet fell through.
After more than a year of negotiations with Connect Jet spokesman Earle Burrows, Cr Dal Broi felt it was in the best interests of the city to expand the search.
