Three police officers were taken to hospital after more than a dozen people turned on them outside a government office in Kooyoo Street at about 5.30pm.
Police were called to the community services office after staff reported a disturbance.
When the three officers arrived, the mob turned on them and began hurling blocks of concrete from a nearby building site.
The offenders, aged between 13 and 19, then kicked, punched and stomped on police as they fell to the ground.
Police immediately called for backup and every available car rushed to the scene, at which point the mob broke up and many of the offenders fled.
Five were arrested and now face 16 charges between them.
One of the accused, 18-year-old Antonio Nauer, faced Griffith Local Court yesterday after he was refused bail by police.
He was granted conditional bail after he was charged with breaching bail, affray, assaulting police and escaping custody.
Nauer will reappear on December 15.
Griffith Police Inspector John Wadsworth has condemned the actions of the group as "totally unacceptable".
"Whatever issues anyone may have with any government department, there are so many avenues they can use rather than resorting to violence," Inspector Wadsworth said.
"Police were called to assist and the mob violently turned on them, including stomping on them when they were on the ground.
“The mob mentality took over and as usual, the cowardly effects of the mob took place.
“It is totally unacceptable for members of the community to act this way.”
The offence was unique in that it was not alcohol-fuelled and did not occur late at night, according to Inspector Wadsworth.
“They were people of an age who should have a lot more regard for the law,” he said.
A 13-year-old girl was charged with affray, assaulting police and resisting arrest, while a 16-year-old girl faced two charges of malicious damage and one each of affray, assaulting police and resisting arrest.
Both were refused bail and faced Griffith Children’s Court yesterday.
An 18-year-old woman was charged with affray and assaulting police.
A second woman, aged 19, was charged with resisting arrest.
The women were released on conditional bail to appear at Griffith Local Court on January 8.
Inspector Wadsworth urged anyone who witnessed the brawl or has any further information to call Griffith Police Station on 6969 4299 or Crime Stoppers on 1800 333 000.
Detectives are working to track down the offenders that fled the scene.
